Policy planning tips

A structured evidence-informed approach to policy planning makes sure your work is aligned to priorities and responsive to real needs. 

This page provides 9 tips to guide you through the policy development process.

1. Start with the problem, not the solution

Avoid jumping to a policy solution. Take the time to understand the problem, the context and the needs of those impacted before exploring potential approaches.  

2. Be agile and iterative where appropriate

Policy development is not linear. Be prepared to continuously revise your approach as any new information emerges and feedback is gathered.

3. Stay user-centred

Always focus on the end users – whether they are citizens, agencies, or businesses. Understanding their needs will lead to better outcomes.  

4. Seek feedback and collaborate

Policy development is a collaborative process. Reach out for input and guidance when needed, especially if the standard approach isn’t working.  

5. Don’t rely solely on templates

Use templates and resources as a guide. Don’t be afraid to adapt them to suit your specific situation.

6. Engage early and often

Consult with stakeholders early and continue engaging with them throughout the process. Their input is invaluable for effective policy. 

7. Test and validate assumptions

Regularly challenge your assumptions about the problem and solution. Testing early can save time and effort down the road.  

8. Be prepared for change

Policy environments shift rapidly. Be ready to adapt your approach and remain open to continuous improvement.  

9. Avoid duplication

Check what already exists and if existing solutions can be modified to suit needs, rather than assuming something new is required.
